Official departs county position

Employee cleared Rio work last year

Friday was the last day on the job for county employee Rick Maddox, whose rubber-stamp approval of questionable remodeling of the Rio ignited a safety controversy that resulted in criminal charges.

The brevity of Maddox's visit to the Rio a year ago, just before he cleared it of improper remodeling, can be established by satellite tracking of his county vehicle, the Review-Journal learned Friday, the same day that Maddox "separated" from the county.

The county confirmed his departure but will not say whether he resigned or was fired.

"The time that I was given was 18 minutes" for Maddox's stop at the Rio, said whistleblower Fred Frazzetta, who declined to name the source for his information. Frazzetta is an electrician who worked on the remodeling project and filed the complaint that triggered the inspector's trip to the Rio in February 2007.

  • County spokesman Erik Pappa declined to specify the length of Maddox's final visit to the hotel before he signed off on the work done there, but Pappa confirmed that the time span can be measured.

    "We understand there are GPS records tracking the movement of this employee," Pappa said Friday afternoon, when asked about the existence of such records. GPS stands for global positioning system and refers to a technology that computes locations by satellite signals.

    "That's not something I can discuss," Pappa said in response to questions about what the GPS logs for Maddox's vehicle show, including how many trips he made to the hotel before he closed Frazzetta's complaint. The county will not release Maddox's GPS records until the district attorney's criminal investigation of remodeling by Harrah's Entertainment is complete, he added.

    "If managers have reasons to suspect there is some inappropriate use (of county vehicles), then they can download the data," Pappa said.

    Trucks and cars used by inspectors and supervisors in the county's development services department are equipped with GPS devices, Pappa said. About eight years ago, development services began outfitting its fleet of about 225 vehicles for satellite tracking.

    Every 15 minutes, a vehicle's information is transferred to a Web-based server. "We also get information on the vehicles if they stop for more than one minute," Pappa said.

    Maddox did not return phone calls placed Friday to his office and county cell phone to obtain comment. At Monday midday, his voice message was still playing when those lines were dialed.

    Maddox is the county employee who lagged at researching a complaint about construction defects affecting safety at the Rio, from a project done mainly in 2005.

    Six months after the complaint arrived in August 2006, Maddox did a cursory hotel inspection, then closed the complaint with a four-paragraph report dated Feb. 16, 2007. In it, he said he inspected 37 guest rooms but found evidence that the Rio did cosmetic remodeling only.

    The county reopened the complaint investigation in fall 2007, when the newspaper published research indicating more significant remodeling had taken place.

    The Review-Journal also interviewed former workers on the remodeling project, who said that some of the work -- since hidden by wall coverings, carpeting or lowered ceilings -- was flawed.

    Maddox was, at first, part of the county team evaluating the Rio after Frazzetta's complaint was reopened, but officials reassigned him "to ensure the impartiality of the investigation," county spokeswoman Stacy Welling said. He had joined the county as a building inspector in 1995, then rose in 2003 to the position of supervising inspector.

    Investigation by county inspectors has revealed multiple problems with the Rio work, including repeated failure to seal holes to prevent the spread of smoke during a fire; drilling damage to bars and tensioned cables that are imbedded in concrete to strengthen high-rise floors and ceilings; and substandard wiring in certain locations.

    Recently, the district attorney took a step closer to prosecuting parties responsible for flaws in the hotel remodeling. On April 1, David Matthews, the current facilities director of the Flamingo Road hotel, will be arraigned on misdemeanor charges of failure to obtain permits or inspections at that resort.

    April 1 is also the arraignment date on misdemeanor charges for Robert Bruna, current chief engineer at Harrah's Las Vegas, a sister property on the Strip. It, too, underwent problematic remodeling that bypassed county permit and inspection procedures. Both hotels are part of Harrah's Entertainment.

    Great question...here's the answer I was given: the Chief Engineers were cited because the responsible parties are no longer working for Harrah's - go figure! The responsible parties for the illegal remodel projects are as follows: Kirk England, Tom Jenkins, Mike Nasby, Tom Adams, Mike Whitehead, Leon Vermillion, George Kirkwood and others that only can be named by those listed. Let us not forget the licensed contractors that willingly participated in the illegal remodel projects with Harrah's: Ford Contracting, Statewide Fire Protection, Siemens, T-Nickolas Co. Inc, Wood Resources Nevada Inc., and a couple of other contractors...carpet company and furniture liquidator. Not one of the above mentioned personnel have been interviewed by the Clark County Building Department, except for Tom Adams, who I have been told admitted that Harrah's might have done a little bit of remodel work without permits at the original sit down with the Building Department in September 2007. Tom Adams was called affectionately "the golden child" because of all the money that he saved for Harrah's orchestrating the illegal remodel projects. He bragged about drawing out construction plans on napkins. Ask Mr. Adams about the bonuses that he received along with Mike Whitehead and some of the others for all the money & time that they saved Harrah's performing their illegal remodel projects.

    I want to publicly thank Robert Bruna for helping me as he did while I was employed at Harrah's. He was the person that told me that the illegal remodel projects started back in 1992 when he was just a plumber. He shared with me the asbestos exposure to the employees during the illegal remodel projects...exposure that happened again and again. Mr. Bruna knows the people responsible for all of the illegal activities...just ask him under oath and he will tell all.

    Richard Maddox should be prosecuted & put in jail for what he did. His job was to protect the Public not put them in harms way. The man has no integrity at all, and anyone that takes the time to look at his falsified report will come to the same conclusion! He got exactly what he deserved and he has only himself to blame...his actions spoke volumes. It is hard to defend a man who broke the Public trust as he did, but it is not surprising in this city. Maybe Harrah's will give Mr. Maddox a job, especially taking into consideration the huge favor that he tried unsuccessfully to do for them. By the way Richard, who did you walk the Rio with from Harrah's? And did any of your bosses play a part in this? I wonder how many other times that you did the same thing...I am sure that this was not your first breach of the public trust! Sad thing is the fact that there are still inspectors working for the County Building Department that do their jobs just as poorly as Mr. Maddox...hopefully this will change sooner than later...

    What about the rest of Team Maddox?
    I read that Ricky Bobby had a pit crew of eight Inspectors. He was in charge. Did he train them to be as effective as he wasn't? Imagine the next generation of Mad Maddoxs' out there protecting us from the Casino Queens.
    If we're going to do this properly, we should have another St. Valentines Day Massacre (no pun intended, non-violent of course) and clean house from the Top down.     Maybe Ricky can hook up with O.J. and play some golf, now that he's "Officially" off the clock. He can stand under the same dillusional umbrella as the Juice, and claim his innocence. My guess is O.J. wouldn't be seen with Maddox in public right now.

Leon Vermillion is a licensed contractor as well...as a matter of fact he owns a few businesses - he knows when permits are needed. Harrah's is still using Leon's license to pull permits at its' property. To answer your question about why the Chief Engineers were cited - because the truly responsible parties are no longer working for the company...isn't that convenient? I will vouch for Bob Bruna though - he participated in illegal remodel projects dating back to 1992...just ask him. The two little feet that you see coming out of Tom Adam's butt are Bob's - they still talk to one another quite often I hear. I do have to go easy on Mr. Bruna as he was quite helpful with providing me information while I was still working at Harrah's regarding earlier remodel projects and asbestos exposure to workers due to the illegal activities of the Casino.

    The Chief Engineer from the Rio being charged is perplexing because the Rio Engineering Department did not want us there in the first place! He had nothing to do with the illegal remodels other than knowing that they were taking place, but on the other hand he did nothing to stop them either.
