Licensing bureau alters surgical centers' rules

The state's licensing bureau has amended several regulations that apply to ambulatory surgical centers, including injection practices and the administration of anesthesia medication.

"The licensing bureau is trying to get emergency regulations that would require staff at ambulatory surgical centers to follow manufacturer's instructions for medication and equipment use,'' said Steve George, a spokesman for the state's Department of Health and Human Services.

  • The amendments, which were signed Thursday by Gov. Jim Gibbons, will remain in effect at least through July 4. To become a permanent part of the state's administrative code, they would need approval from the state's administrative staff and Legislative Counsel Bureau, George said.

    The amendments were proposed in response to the unsafe practices documented at Southern Nevada ambulatory surgery centers, including the use of single-dose vials on multiple patients and the reuse of syringes on a single patient or multiple patients.

    "It's basically codifying what should be common knowledge," George said.

    The state's Bureau of Licensure and Certification has documented:

    • Staff administering single-dose medications to multiple patients and the reuse of syringes at the Endoscopy Center of Southern Nevada at 700 Shadow Lane.

    • The administering of single-dose vials of anesthesia medication on multiple patients at Desert Shadow Endoscopy Center.

    • An anesthesiologist reusing syringes to administer medications to multiple patients and the use of single-dose medication vials for multiple patients at the Gastrointestinal Diagnostic Center.

    Emily Fisher wrote on March 20, 2008 05:37 PM: As a former employee of the Bureau of Licensure and Certification whose job was to intake the incoming complaints against the medical and health facilities which fell under the jurisdiction of the bureau in Las Vegas, Nevada, and as a public servant, I could not sit back and not respond in defense of Lisa M. Jones. Lisa Jones is not only an exceptional leader; she has been my mentor for over 5 years. Lisa is dedicated, working diligently and with much overtime, to her duties in her position as Bureau Chief, and I know because I was right there by her side along the way. Lisa Jones is incredibly knowledgeable and highly intelligent in her field. What I have always admired about her is her toughness and ability to stand her ground, and get the job done. When I first started working at the bureau, I was an extremely young and shy employee, but working with Lisa not only taught me how to focus and absorb knowledge, but how to effectively convey that knowledge to others with confidence. I actually learned more from working with Lisa Jones then in all my years of schooling. To me, Lisa is really an exceptional Bureau Chief and Manager, and if given the appropriate resources and opportunity, I know that she will continue to do an excellent job for the bureau and for our state. Now, I am asking the public, as well as the Governor, to reconsider the resignation of Lisa Jones from the Bureau of Licensure and Certification.

    The phrase "Sin City" used to describe Las Vegas is an understatemment.
