TUESDAY ARRAIGNMENT: Cop charged with lying to get loan

Police lieutenant purchased $600,000 home

A Las Vegas police lieutenant is facing felony charges in connection with allegedly falsifying loan information to purchase a $600,000 home in Las Vegas, authorities said.

County prosecutors are charging Juanita Goode, 39, with one count of theft and one count of burglary, accusing her of claiming falsely that she worked a second job in order to qualify for a loan. Authorities said Goode claimed in 2004 to be making $5,200 a month at a local business on top of her monthly Las Vegas police salary of $7,800 and perjured herself when she lied about it in an affidavit.

Goode was arraigned Tuesday morning in Las Vegas Justice Court and will have an evidentiary hearing April 4.

Richard Schonfeld, her attorney, said Goode has pleaded not guilty to the charges and wants to clear her name.

  • "She is looking forward to the April 4 hearing where we will have the first opportunity to demonstrate these allegations are unfounded," he said Tuesday.

    Goode has been with the department since March 1992 and is assigned to the South Central Area Command. She has been on paid administrative leave since March 9 and is not in custody.

    Although it's common for people to falsify information to get a loan, it is a crime, said Scott Mitchell, the chief deputy district attorney who is prosecuting Goode. He said that a lender could lose hundreds of thousands of dollars if it gives out money under false pretenses, which is where the theft and burglary charges apply.

    "Obviously, if someone gets caught, they are liable for prosecution," he said. "There is more at stake than if they just got the loan."

    Las Vegas police began investigating Goode in January after John Runkle, the owner of a local mortgage company, sent a letter to the Clark County district attorney's office alleging that Goode had falsified loan information, according to a Las Vegas police report.

    Runkle told police that, in 2004, Goode applied for a loan to buy a house near Silverado Ranch and Las Vegas boulevards from a woman named Shelly Rego, who also worked for Runkle's company. Goode didn't qualify for the $600,000 loan with her police salary alone and later said she worked for Home Theatre Drapery & Design, an interior design company, the report states.

    Police discovered that Home Theatre Drapery & Design wasn't a valid business.

    Runkle initially approved the loan because he knew Goode was a police lieutenant and didn't want the police to "dislike his business," the report states.

    Under Las Vegas police policy, officers who want a second job must get approval from the department to make sure there isn't a conflict of interest. Goode never requested to work for Home Theatre Drapery & Design, the report states. But Goode had asked to work for Super Maids Cleaning Service in 2004 and for Coldwell Banker in 2006.

    In the investigation, police found that Goode worked with several people to falsify the information to get the loan, including Runkle employees, the report states. Also facing charges in connection with the theft allegations are Rego; Rego's ex-husband, Jesus Vega; and Melissa Blue. Vega also worked for Runkle, and Blue signed a letter stating that Goode worked for the interior design company, the report states.

    In 2004, a Las Vegas police internal investigation found that Goode violated department policies when she struck her husband in the head and then stalled investigators who were looking into the matter.

    Goode's husband, a corrections officer at the county jail, needed emergency care for his injury but didn't report the incident to his superiors.

    Just a mom wrote on March 20, 2008 04:01 PM: Seems, despite the differences of opinions we all have on this issue... we all want the same thing in the end. Be it a race issue or not (I am keeping my opinion on that to myself)... the fact of the matter is... Goode has apparently committed a crime. Whether it was swept under the rug by IAB or her superior officers is unknown, and quite frankly, beside the point now.

    Now we appear to have people who possibly work for the department that are putting their two cents worth in because apparently Goode has had other infractions.

    I will reiterate here, RACE is beside the point. What we apparently have is an officer of the law, one with rank no less (regardless of what her rank was at each infraction) that is using her position to break more laws. Well, she might not have directly used her position to commit the crime that finally caught up to her, but she did break another law. She needs to answer for it.

    She needs to be taken OFF paid administrative leave RIGHT NOW. I for one am highly agitated that we are continuing to pay her salary while she sits on her behind doing nothing because she committed a crime. OK, allegedly committed a crime. Regardless, she should not be on paid leave.

    What else needs to happen is that our Sheriff needs to answer up to all of us. Why on earth is this person still on the department AND/OR still a person with rank after she has committed other infractions to include Domestic Violence.

    Come on Sheriff... Answer up.

And that's the truth. One Sheriff responded, "I can't fire the highest ranking black female on this dept"...that's metro's leadership working for the public. She also attempted to be re-imbursed for college classes prior to paying for, and obtaining a passing grade, a reimbursement policy metro has. It was denied because a supervisor caught the infraction, and goode just played stupid, as if she didn't know the rule...(she didn't have to act to much though), even though she had been re-imbursed several times before. Flat out she's a liar and a thief...and used the diversity office and threats to fend off investigations.....it's about time something is done with her.

They just didn't plan on her being stupid enough to commit another crime. Jerry Keller, Bill Young and Doug Gillespie has been covering up crimes employees commit for years. They have been basing it on the good old boy system. It's never the same discipline twice. It's about who you know and/or who the Sheriff and his Under-Sheriff feels like crucifying that week. I bet if an audit was done, the community would be shocked as to what has been swept under the carpet and turned a blind eye to.

    Makes you wonder if Lt. Goode lied on a home loan for personal use, how many arrest reports she lied on too?

    If Lt. Goode was a liuetenant or sergeant at the time of the 2004 battery, why wasn't she demoted, at the very least, to a lower rank? Is IA and the sheriff saying it's okay to beat on your husband so long as you recently had a atta-boy added to your file?

    Sheriff Gillespie needs to answer to this community as to why certain crimes are being condoned within the department? Especially when he has asked Las Vegas for tax increases for more police officers instead of ignoring.

    However, police officers take a oath and honor that oath everyday to serve Las Vegas. Just because some choose to take advantage of their position, doesn't mean the whole department corrupt. Lt. Goode is not the first, nor the last. Let's try to remember that alot of police officers are out there to better the community and make it a safer place for our kids to live in.

    Mr. Green, I assume you are personal friends with Juanita Goode and know her personally to make a comment about race and white men.

    Since all you stated was "Race" I will go with the knowledge that you are not familiar with her work habits on the department and the number of investigations over the years. Those investigations were for other infractions that had nothing to do with performance and duty and not any color. Being investigated is nothing new to Ms. Goode but having to finally face up to it and be disciplined is new.

    I commend those that stood up for what is right in the world no matter the cost to them selves. They are the Super Hero’s of the world.

    It was not reported and no charges filed because you cannot carry a weapon if you have a felony against you. It would not have been good for the department to "discipline" their star lieutenant so soon after being investigated in another case (just prior to her husband’s beating) and to save face the department disciplined and lost good people in order to protect themselves against a lawsuit. Internal Affairs probably wanted to help but were in a bind due to other recent investigations on Ms. Goode that were dismissed by department heads for their own reasons.

    Mamamia wrote on March 19, 2008 11:00 PM: It is encouraging to everyone who tries to do the right things in this world for the good of all of us, and although our police departments have been justly critcized for wrongdoing, it seems that they are trying to weed out the bad apples as they come to their attention. Even cops go wrong sometimes. They are trying to keep their employees honest and above-board, for after all, cops have to be above suspicion and honest to a fault.
    Only the real heroes make the grade.
