CITYCENTER PROJECT: Drinking workers lose jobs

Perini fires three ironworkers




Three of the 10 workers observed by the Review-Journal drinking at area bars before entering the CityCenter job site have been fired, an executive for Perini Corp. said Thursday

Their names were not released, but the general contractor said they were all ironworkers.

  • Calls to Ironworkers Local 433 offices in Las Vegas and City of Industry, Calif., were not returned.

    The builder said it is working with its subcontractors to identify the other individuals who were observed drinking alcohol and then entering the CityCenter work site.

    "This matter has been given the highest priority and we will terminate all individuals who can be identified," Doug Mure, Perini's vice president of human resources and risk management, said in a statement Thursday. "We will continue to take a zero tolerance approach to this type of behavior."

    Over a six-week period, 10 workers were observed at various bars across from MGM Mirage's $9.2 billion development. On Tuesday, photos of eight of the men were shown to Perini and MGM Mirage officials.

    Steve Ross, secretary-treasurer of the Southern Nevada Building and Construction Trades Council, said each member union has different disciplinary policies.

    He said it is very likely that the three men who were fired will be disciplined by the union, most probably starting with having to appear before the union's executive board.

    Some unions have strict rules that could include expelling a member, which would prevent the workers from obtaining other union jobs.

    Ross was not aware if the Ironworkers Local 433's rules would include expulsion.

    He said the unions take a proactive approach to drug and alcohol abuse. When a member is found to have a drug problem, the union tries to get the person help.

    Perini officials could not be reached for further comment after Thursday's announcement.

    On Tuesday, though, Pat Hubbs, executive vice president of field operations for Perini Building Co., said any employee fired from one project can't work on any company project for at least a year.

    Fired workers are banned from MGM Mirage projects permanently, he said.

    Hubbs said he was certain that the type of activity observed by the Review-Journal was not common among its workers. He said 99.9 percent of the 7,700 workers at CityCenter are not engaging in behavior depicted in the photos.

    However, he said the union and contractors need to discuss what they can do to stop the few workers who are violating rules prohibiting anyone who has been drinking from entering the work site.

    One possibility is to monitor bars near to the Strip work site, Hubbs said.

    "Do I need to have guys out on the bars on the Strip watching for that," Hubbs said. "It's something we need to look at. If, literally, I've got to get guys at least within the vicinity, certainly these guys will get wise to that and they're just going to go someplace we're not."

    Still, Perini Building Corp. Chairman and CEO Craig Shaw agreed Tuesday that, "based on what you've shown us, we have no choice but to do it (monitor the bars)."

    Ross said the 17 labor union affiliates of the building trades council, including Ironworkers Local 433, have long recognized alcohol abuse is a problem on construction sites and have addressed the issue.

    "They have instituted in their collective bargaining agreements with their employers drug and alcohol policies both the employer and the union agree to," Ross said.

    Nevada OSHA officials wouldn't comment on the firings. The agency has no regulations prohibiting drug or alcohol use by construction workers, saying it is an issue between employers and employees.

    Nichole wrote on August 19, 2008 05:47 PM: I work at the Riviera and about a month ago, while leaving work, i went to the gas station on the corner of Riviera Dr. and Paradise to fill up. This was apparently the lunch period for the workers at Fountain Bleu as there were nearly 50 of them walking to, walking from and sitting on the sidewalk of the gas station. I was there for approx. 10 mins and thoughout the entire time i observed construction workers, with helmets and brightly colored vests carrying 44oz. cups filled with Miller and Budwiser. A worker would come out of the store with an 18-pack of beer and literally start handing them out to his fellow workers. All this within 5 feet of the front doors and in plain sight of store employees as well as other customers. About 7 of them were sitting on the store's sidewalk pouring beer into there nearly gallon compacity cups with no thought of safety for themselves or coworkers. This was just a few weeks after hearing of the fatal accidents that happened at City Center. These men have no regard for safety or responsibility. I wish i had the foresight to document this and maybe even post it on the internet so others would be aware of how safety and common sense is neglected. There needs to be an investigation! And yes, i did see those same men who were drinking, then walking back to the job site and dissapearing into behind the gates.

    Someonewhoknows wrote on August 10, 2008 12:32 PM: Thank you jeff you spoke the truth.I knew they were gonna cover this porject sooner or later because of all the accidents and fatalities on it.Thats their job to do.If thats what they have to do to get people to look at safety more than so be it.They might have saved a life or two that day.For the so called union brother you must be guilty of something to say not just electricians drinking in the parking lot....To point to finger at just one trade is crazy...There are speed freaks in every trade.You know as well as I do its a mixture of them all just about. We are talking about eliminating this problem.Not to point the finger.Its union people like you to see someone doing something unsafe and keep walking.If you see speed freaks doing something unsafe speak on it.You might save a life.....At the end of the day we want to go home in one piece.Its all about being AWARE.In order to be aware you have to be ALERT...Its all about SAFETY...

Everyone has something to say about the site but has anyone ever been out there, really seen what goes on behind the biased news article or headline news story. The safety is some of the best i have ever seen. People forget that the job site is like 5 or 6 normal jobs put together. Now if those jobs were spread out through town do you think anyone would think anything of it. NO!!!! Now drinking or doing any kind of drug is wrong especially during work and that goes for all types of work not just construction. Did anyone check to see if the men in the photos were off work. The construction industry is not a 9-5 gig. The media needs to have a better understanding of the industry before they go off writing about things they only have one side of the story to. How come the media doesnt tell you about all the great things that go on at City Center. You know why its because that doesnt sell papers.......

Only 3 workers were identified as union (and even though the article said they viewed 10 workers drinking and then going back to job site only 6 diff. men were on video and only 3 were seen walking back across the street and what seemed to be going on to job site). I also love the way this article inplies that the prior deaths and injuries all had to do with alcohol (because its obviouse only union workers drink)!!! I dont agree with drinking and going back to work because this can cause accidents but this article is not all facts and its not a fact that they were not off. Fact: whenever there is an accident all people involved do get drug/alcohol tested, and if anything comes up they dont get their benefits and if they die their families dont get any of the benefits.Im sure if alcohol or drugs were involved in these prior accidents we would all be aware(with all the wonderfull reporting that is being done). This city center job and the union workers are being singled out because of the recent accidents and they are trying to create a story. RJ why dont you investigate all jobs including none union. While your reporter was at these bars (undercover im sure???) what was HE drinking? Or did these workers pose for the pics? Maybe u should investigate that since I did see some driving in the video...

    MIke/RJK/Tom-Dont blame the ilegal workers for wanting to better themselves and their families. Maybe you should put the sign down and look for a job instead of complaining.

    Union Brother wrote on August 08, 2008 09:31 PM: I entered the trades in 1979. Since I have been working out of 357, there has ALWAYS been workers (not just Electricians) drinking at lunchtime. This happened when I worked at the Plaza in 81,and everywhere in between, up to my current job at the Palazzo. I defy the RJ to frequent ANY bar that is within walking distance to a major jobsite, and you WILL see Construction workers drinking. The booze never scared me much, as we typically work a certain speed, so we seldom get hurt, whether intoxicated or not. The Speed Freaks (usually Carpenters) are the scary bunch, especially when they are working on the form crews. These Tweakers somehow pass their drug screens, and some are selling their poisons to others on the site (remember some of Marcos crew ??). Thanks RJ .... you are doing us "Good Guys" a favor by exposing this nonsense !
