RESTRAINING ORDER SOUGHT: Union is targeting stimulus program

Home weatherization funds might be lost

CARSON CITY -- A Nevada labor union that accuses a state agency of trying to sidestep a prevailing wage requirement is seeking a temporary restraining order to block the spending of $10 million in federal stimulus money on a home weatherization program for low-income families.

The Nevada AFL-CIO contends that the Nevada Housing Division is not complying with a new state law that requires contractors doing stimulus-funded weatherization work to pay prevailing wage, offer health insurance and hire half of the workers from a training program that has not yet begun.

  • Prevailing wage is determined by the state labor commissioner and is often close to the union wage in an area.

    State AFL-CIO Secretary-Treasuer Danny Thompson said the dispute is not a conflict between labor and management. It's about the reluctance of the housing division to follow the law.

    "I have got people trained who could do the work if the housing division let them, and not just union workers," Thompson said. "This is not a union, nonunion issue."

    Dianne Cornwall, director of the state Department of Business and Industry, said she can't understand why the union wants a restraining order to block the start of $10.4 million in "weatherization" projects.

    The state risks losing the money if it's not spent.

    "This is a baseless, worthless lawsuit, and they're only wasting time in trying to get these funds out to the folks that really need them," she said.

    The union filed its request for a restraining order Monday in Clark County District Court. A hearing on the request is tentatively set for Tuesday before Judge Elizabeth Gonzalez.

    Under SB152, signed into law in June by Republican Gov. Jim Gibbons, half of the workers hired to do stimulus-funded weatherization work must have completed union or management apprenticeship programs.

    The legislation was dubbed the "green jobs" bill because its sponsor, state Senate Majority Leader Steven Horsford, D-Las Vegas, wanted as many as 3,000 unemployed workers to receive training for weatherization and also for renewable energy jobs the state might need in the future.

    Weatherization involves repairing homes and installing new appliances to reduce energy consumption.

    Cornwall said the state expects to receive about $40 million in federal funds for weatherization and some of that money will go to pay apprenticeship-trained workers.

The money gives them the power they need to sit at Obama's right hand in the White House. Do not give in to the Unions. We are still and should remain a Right to work state.

    The Unions played a big part in getting labor laws, overtime laws, OSHA, etc, etc, etc that monitor everything that occurs in the workplace.

    I say thank you, job well done.

    You've succesfully completed your mission of making sure the American worker is taken care of, now it's time to take a bow and exit.

    What the unions fought for in the past was honorable, fighting for more money or favoritism in the workplace when it's bankrupting companies, entire industries, and even cities, counties, and the country is not honorable.

As for fire fighters, go to Afghanistan or Iraq and then tell me how much fire fighter risk their life,and our kids do it for a fraction.

Hmm, being that I am a union official, where is my million dollar home and limo? I had no idea that my townhouse was a mansion and that my 8 year old pickup was a limo! Guess I am out of the loop on this one.

    Bribery to politicians? So you're saying that only unions donate money to political figures and all the money donated by multi-billion dollar corporations was all just a lie? Halliburton anyone?

    Union labor takes longer because their projects are bigger, not like your piece of garbage Popeye's Chicken that the rat contractor did, and if the work is so shoddy why am I looking at a trophy cabinet full of awards for outstanding craftsmanship?

    Getting promoted to just stand around? Where are you getting your information? I have yet to meet a worker who has managed to keep his job by standing around and not doing a thing.

    My union has taken part in plenty of charity events throughout the Las Vegas Valley. You can go by anytime to the Polly Gonzalez park and see the work that our union did on OUR time for FREE! Dollar's Against Diabetes? You Betcha! Breast Cancer Walks? Yep, we were there too!

    Not many people know this but if it wasn't for organized labor you wouldn't have your weekends or a 40 hour work week. Women and minorities in the work force? That's right! Organized labor.

    Bottom line, get your facts straight before you run your mouth, you obviously don't have a clue as to what you're talking about.

Well, it seems to me, it's about getting THEIR people to work. What they are doing here is keeping people from work with their delays and could stop it completely if the funds go away. With weatherization, you are talking retro-fitting a home. Why on earth would you need to pay prevailing wage for that? You are not building City hall or a police station. The unions are pricing themselves out of the market and if they don't take a step back and look at it in this economy, I think they will wake up one day and wonder why they are non-existent. Tax payers aren't willing to put up with it as they were when times were good and fruitful.

    Seems you are the uneducated one. We know exactly how unions "work". Union thugs force, by threat of violence, people to join and pay dues. These dues are then used to buy million dollar houses and limos for union "management" and for paying bribes to politicians.

    Then why does every union job require 50 times as long, the "work" is shoddy, and, like in the streets, the same street is torn up 40 times per year to "fix" problems?
