Think tank critical of LVCVA

A conservative Nevada think tank today turned up the heat on the public agency charged with promoting Las Vegas.

The Nevada Policy Research Institute released thousands of documents it says illustrate a pattern of loose spending, overly cozy business relationships and nonexistent oversight at the Las Vegas Convention and Visitors Authority.

  • The NPRI even took aim at the authority's cheeky "What hapens here, stays here" advertising campaign, saying internal documents show the slogan is not only losing effectiveness but could be turning people away from Las Vegas.

    "The overarching theme that comes from this research ... is that it is clear to me a further investigation should be done," said John Doughtery, an investigative reporter from Arizona the NPRI hired to compile public documents from the LVCVA.

    Some of the documents have already led to revelations that LVCVA President and CEO Rossi Ralenkotter signed off on a $25,000 contribution to a Denver charity that subsequently honored him with recognition as a humanitarian during a lavish banquet. The honor also included thousands of dollars in spending on restaurant meals, a stay in a swanky hotel in Denver and fine wine and cocktails consumed during the planning process for the banquet — all paid for with public funds.

    But the NPRI investigation also raises questions about much larger sums of money, such as the effectiveness of $87 million the LVCVA pays advertising agency R&R Partners, in large part to produce and buy airtime for ads touting the "What happens here, stays here" slogan.

    NPRI released the findings to local media gathered at its headquarters in a storefront office near McCarran International Airport. In addition to local reporters, two men who said they were hired to represent "the other side" shared copies of publicly available tax disclosures from NPRI. They said the forms raise questions about funding soures for NPRI.

    NPRI is a private, non-profit organization that counts Las Vegas Sands President and COO Bill Weidner as a board member. Weidner is a longtime critic of the convention authority, which he says wastes taxpayer money and unfairly uses public funds to subsidize a convention center that undercuts private venues such as Sands Expo Center.

    The LVCVA has an annual budget of about $294 million, most of which comes from taxes visitors pay on Las Vegas hotel rooms.

    Judgement Day is HERE wrote on December 07, 2008 10:50 AM: It is OVER for LVCVA's relationship with R&R. Read the document. BV's company, Airwave, has been collecting money from LVCVA without authorization.
    Contract is up for renewal (with Rossi's signature) in March 09. Let's see that happen now.
    Finally the end of the most corrupt relationship Las Vegas has ever seen- R&R and LVCVA.

    debra maletta wrote on December 07, 2008 03:41 AM: Doesn't sound like a "Witch Hunt" to me Ben. It simply sounds like the LVCVA needs to be accountable just like any other governmental agency.

    They make a fortune from room tax. How can you not expect them to account for all of that money they make? That's not a witch hunt -- it's good to investigate ... I'll bet a whole lot of surprises will crop up if there is a thorough investigation.

    The "What happens in ...." slogan is cool enough but, dang, is it truly $87 million worth of cool? Heck-a-no!!

    Not many things in this world are worth that amount of money and certainly no slogan the LVCVA creates is worth it either.

    The LVCVA wastes hundreds of thousands of dollars on a monthly basis, without anyone batting an eye and without anyone questioning or looking over their shoulder. I give props to the NPRI for taking on this Goliath.

    And ... can you say NEPOTISM boys & girls? Friends and family are guaranteed jobs yet they post job openings in the newspaper and allow hundreds to waste their time and effort applying for a job that they can't possible get because the LVCVA already knows just who is going to get it, regardless of the fact that they are less trained, less qualified, less educated, less able and less suited for the position. AND that less trained less qualified person will make 4 times the salary they are qualified to earn (not to mention the excellent bennies the LVCVA offers its employees). But, that's what they do to give comfy income jobs to their son, or sister, or dad, or best friend, or neighbor, etc.

    The LVCVA pretty much does whatever it wants to do with their endless supply of room tax money and, heaven forbid, if someone should question them!!

    They need to be accountable for every dollar of that obscene annual budget of almost $300 million!!

    I deal with the tourist and convention visitors on a daily basis."What happens in Las Vegas, stays in Las Vegas" is the best marketing slogan that Las Vegas has seen and will ever see.

    You folks can find dirt on anyone's porch. Have you swept your own porch recently ?

    To Amadeus, I am sorry that you feel too intimidated to offer your opinion in public comment at a public meeting. If all you are comfortable doing is hiding under the cloak of anonimity on a blog, so be it. Their meetings aren't run any differently than any other meeting subject to the OML. It's really sad and unfortunate that we are so divided as a community that we sniff for a conspiracy around every corner instead of sticking together when the economy is in the toilet and we need our tourism marketing the most.

    ths wrote on December 04, 2008 07:58 PM: While some think that $295 million would go a long way in other areas realize that a great percentage of all visitors and local business is generated by conventions. The LVCVA while having areas that need to be looked into, the tax supplemented convention center makes us the #1 convention location in the country.

    It is vital that we stay #1 as convention visitors usually spend the most in restaurants and casinos over a vacationer.

    Let the casinos advertise themselves. Lower room rates. Let competition shake out the winners and losers.
