North Las Vegas city manager to take 30 days executive leave

North Las Vegas City Manager Gregory Rose is taking 30 days of executive leave effective immediately, he announced today.

When reached on his cell phone, Rose, who has served as city manager since late 2003, would not say why he was taking the time off.

  • “I can’t say at this point,” he said. “I’ll see how things develop over the next 30 days. I’ll leave it at that.”

    The city would not comment other than to confirm Rose’s leave.

    Rose said the move has nothing to do with recent controversy surrounding the city’s handling of funds it received from the quarter-cent More Cops sales tax initiative that was approved in 2005.

    Police and other officials lately have been questioning the city’s management of more than $34 million in More Cops sales tax funds it has received to date, specifically the city’s decision to shift funding for 32 police officers from its general fund and a separate public safety tax fund to More Cops.

    The More Cops measure states that its funds may only be used to hire and equip additional police officers and cannot be used to “replace or supplant existing funding.”

    The city has denied any wrongdoing, and Rose has said the shift was meant to correct a simple “coding error.” The 32 recently hired officers should have been funded by More Cops all along, he said.

    Rose has in the past butted heads with some sitting City Council members over the handling of the city’s budget and contract negotiations with employee unions.

    City Councilmen William Robinson and Robert Eliason voted against a contract extension for Rose earlier this year. The extension was approved 3-2 in the split vote. Rose’s contract runs through September 2013.

    Two new council members, Anita Wood and Richard Cherchio, joined the council after that vote.

    Immediately after tonight's City Council meeting, Cherchio said Rose has a “different philosophy” about the future of North Las Vegas than the council. He declined to elaborate.

    Asked whether he thinks Rose will return to his job at the city, Cherchio said, “I hope he decides to move on.”

    Mayor Shari Buck has supported Rose in the past. She was out of town and couldn’t be reached for comment today.

    Maryann Ustick, the city’s assistant city manager of development, will serve in Rose’s stead.

    Rose joined the city as its assistant city manager in February 2001. His current salary is $202,060.

    Told you so! wrote on November 19, 2009 07:28 PM: Those members of the previous City Council who were strongly supportive of Gregory Rose must have known what he was doing to "cook the books." By shifting "codes" and other creative accounting, he undoubtedly made the City's General Fund and his elected bosses look much "Rosier" than reality. How many other gimmicks have been used to prop up City finances at a time when all other entities around the Valley are hurting financially?

    While we're on the topic of City finances - how can North Las Vegas possibly afford the construction of a new 9-story Taj Ma-City Hall when tax revenues and other income to pay back those bonds issued to construct the building are way down to historic lows? How will they afford to pay for all of the proposed new infrastructure needed in APEX/KAPEX? More to the point - How are they going to pay to get rid of Gregory RoseWatch after the former City Council gave him such a golden parachute when his contract was re-negotiated? What a sad ending - sad for the citizens of NLV.


    Need New Leaders wrote on November 19, 2009 07:15 PM: Time to connect the dots! Shari Buck has always been strongly supportive of Gregory Rose. In the recent Mayoral election, the NLV Police Dept. were very supportive of Shari Buck. (The NLV Police Dept. was an active arm of the Shari Buck campaign!) Gregory Rose absolutely could not have shifted the More Cops funds without the knowledge of Police Chief Forti - or the City Council. It is clear to me that Shari Buck also needs to held accountable for the role that she and the other Council members played in these shenanigans. Mike Montandon and Stephanie Smith are no longer on the Council, but they were also supportive of Gregory Rose. Now we know why!

    Mr. Rose lost favor with Robinson and Eliason, but they are both clueless when it comes to City finances (see NLV Housing Authority mess for further proof!). They are still guilty of derelict of duty for not paying more attention to what was happening with the "More Cops" fund. Both should be recalled and replaced immediately.

Also the widening of I-15 is hurting NLV now and with Lake Mead closed it is only going to get worse. Here is another problem what to do with city hall once it is closed when the new one is built. They need a cost cutter not a yes man.

How does that differ from the commonly understood "leave" or "leave of absence" or "vacation" or "get off the premises for a few days until things cool down?" What is an "executive?"
