NLV official: Leave not tied to controversy

North Las Vegas City Manager Gregory Rose is taking 30 days of executive leave effective immediately, he said Wednesday.

When reached on his cell phone, Rose, who has served as city manager since late 2003, would not say why.

  • "I can't say at this point," he said. "I'll see how things develop over the next 30 days. I'll leave it at that."

    The city would not comment other than to confirm Rose's leave.

    Rose said the move has nothing to do with controversy surrounding the city's handling of money it received from the quarter-cent More Cops sales tax initiative approved in 2005.

    Police and other officials have been questioning the city's management of more than $34 million in More Cops sales tax money, specifically the city's decision to shift funding for 32 police officers from its general fund and a separate public safety tax fund to More Cops.

    The More Cops measure states that its funds may be used only to hire and equip additional police officers and cannot be used to "replace or supplant existing funding."

    The city has denied any wrongdoing, and Rose has said the shift was meant to correct a "coding error." The 32 recently hired officers should have been funded by More Cops all along, he said.

    Rose has butted heads with some City Council members over the handling of the city's budget and contract talks with employee unions.

    City Councilmen William Robinson and Robert Eliason voted against a contract extension for Rose earlier this year. The extension was approved 3-2 in the split vote. Rose's contract runs through September 2013.

    Two new council members, Anita Wood and Richard Cherchio, joined the council after that vote.

    After Wednesday night's council meeting, Cherchio said Rose has a "different philosophy" about the future of North Las Vegas than the council.

    Asked whether he thinks Rose will return to his job, Cherchio said, "I hope he decides to move on."

    Maryann Ustick, the city's assistant city manager of development, will serve in Rose's stead.

    Native Nevadan wrote on November 19, 2009 07:42 PM: For North Las Vegas residents that are concerned about the fiscal health of the City of North Las Vegas; there are issues that need to be brought into light regarding Mr. Rose's eminent departure. 1st: When was the Public Hearing held wherein the City Council publically voted on Mr. Roses's employment status with the City? Clearly, backroom deals (collusion) is being conducted without the public's knowledge. I'm pretty sure that's illegal in the State of Nevada. 2nd: With the current dismal financial status of the City, does anyone think it's a sound fiscal decision to fire a City Manager, who has a 100% guaranteed contract for payment of his +/-$200,000 per year salary through 2013? Accounting for this savvy financial decision would indicate roughly $266,000 per year, (accounting for base salary & minimal benefits) or, $1,064,000 (ONE MILLION AND SIXTY-FOUR THOUSAND DOLLARS) will be paid from the struggling City's coffers. Just for Mr. Rose to walk away quietly, and likely live very, very happily-ever-after. While the City's budget is millions-and-millions of dollars in the red and residents are faced with the daily threat of even-more reduced public services. Do you think this decision demonstrates a remote concern for the financial interests of the City? I didn't think so. Clearly, newly elected, Councilman Richard Cherchio who is quoted above as stating, City Manager "Rose has a different philosophy about the future of North Las Vegas than the council." Perhaps, Councilman Cherchio would like to explain to the public exactly what "philosophy" he is referring to? It's clearly not fiscal responsibility. What could possibly be more important in these economic conditions? A politicians swollen ego, that's what? This makes me sick!


    Resident of NLV wrote on November 19, 2009 11:08 AM: Maybe Gregory Rose didn't give Slick Willie Robinson enough of the bribe money so he is in hot water. Remember during the mayoral race how it came to light that he was crooked as could be but the U.S. Attorney did not want to prosecute b/c he was African American and the u/c officers were swearing.

Gregory Rose was hired in 01 as assistant city manager and spent the next two years stabbing everyone in the back until he got the big chair. He then proceeded to mismanage a once prosperous city into the ground, and now he was caught with his hand in the cookie jar. He and Carie Torrence, the former City Attorney, are both corrupt. Torrence had the sense to flee to MA before the rest of the corruption hits the fan. I wouldn't be surprised if Rose is running back to KS.
