North Las Vegas City Council to consider $3 million settlement in shooting

North Las Vegas has reached a $3 million settlement in a federal lawsuit over a 2003 shooting by police that seriously injured a then-18-year-old man.
The settlement with Lamar Kiles, who was shot during a chaotic scene at an apartment complex, is pending approval at tonight's City Council meeting.
"It's been a long, hard-fought battle," said E. Brent Bryson, Kiles' attorney.
Officer Robinson Reed shot Kiles in the side with a shotgun on Aug. 13, 2003, after police were called to investigate reports of gunfire at the Judith Villas apartments at 711 E. Nelson Ave.
Reed and other officers bolted through the dark complex with guns drawn as young men ran in all directions. Kiles came up behind Reed and two other officers as they were trying to handcuff some of the men, police said at the time.
Police said Kiles made "a furtive movement leading the officer to believe his life was in jeopardy." Reed fired a single blast from his 12-gauge shotgun.
Kiles underwent several surgeries and was permanently disabled, Bryson said.
The North Las Vegas Police Department's Force Review Board found Reed's actions fell within the guidelines of the department's use-of-force policy. Reed is now a detective with the department.
Kiles' original lawsuit states he was visiting a cousin's apartment, when he stepped outside to investigate a commotion and encountered the officers.
The deal will pay $2.3 million to Kiles and $679,084 to his son, who was an infant at the time of the shooting. The city will pay $750,000 of the settlement, with its insurance carrier paying the rest.

Jennifer: Please don't try to bring any facts into this. It's much more entertaining to watch these bigoted blowhards spout off about a situation they know absolutely nothing about.
