EDITORIAL: Get-out-of-jail-free card

Rep. Rangel pushes the envelope of arrogance

Rep. Charles Rangel has been in the House, representing Harlem and neighboring environs, since 1971. He chairs the powerful Ways and Means Committee -- the outfit that writes our tax laws.

It was recently disclosed that Rep. Rangel filed a grossly misleading financial-disclosure report for 2007 -- failing to report at least $500,000 in assets.

  • It turns out Rep. Rangel had a credit-union account worth at least $250,000 and maybe as much as $500,000 -- and didn't report it. He had investment accounts worth about the same, which he also didn't report. Ditto for three pieces of property in New Jersey.

    Beyond that, it turns out Rep. Rangel failed to report assets totaling more than $1 million on legally required financial-disclosure forms going back to at least 2001.

    The news comes on top of revelations last year that Rep. Rangel didn't report -- and didn't pay taxes on -- income from a villa in the Caribbean. In that matter, the IRS gave him a sweetheart deal; the congressman paid about $10,000 in back taxes but was not assessed any penalty or interest.

    Can we have the guy who audited him?

    Democrats are standing behind their chairman -- after the latest revelations, House Speaker Nancy Pelosi reaffirmed her support.

    Shall Washington-watchers pretend to be "shocked, shocked," by this level of arrogance, of presumption that "The rules don't apply to me?"

    Cynics could certainly point out Rep. Rangel's constituents are simply getting the caliber of representation they deserve.

    But the larger point here is what it could mean for the Democratic Party -- widely held to be "on a roll" as little as 10 months ago -- for the populace to see the leaders of that party, both in Congress and the White House, now shuffling their feet, gazing at the clouds, whistling a little tune, pretending to completely ignore the equivalent of a big bear making a mess in the corner of the living room.

    It was the blind eye cast on the unethical behavior of their own members by the Republican leadership that led to their ouster by the voters a few short years ago. Do Democrats believe it can't happen to them?

    SEC. 7529. UNITED STATES CITIZENS EXEMPT FROM PENALTIES AND INTEREST.
    ‘Any individual who is a citizen of the United States and who writes ‘Rangel Rule’ on the top of the first page of the return of tax imposed by chapter 1 for any taxable year shall be exempt from any requirement to pay interest, and from any penalty, addition to tax, or additional amount, with respect to such return.’.
    (b) Clerical Amendment- The table of sections for such chapter is amended by adding at the end the following new item:
    ‘Sec. 7529. United states citizens exempt from penalties and interest.’.

    It won't happen to them. There is a difference. The MSM was lying in wait to pounce on every indiscretion of the Republicans, no matter how large or small. When it comes to the Democrats, they are like referrees in a professional wrestling match. They are the only ones in the entire stadium not to see the infraction by the villain.

    If the man were a white Republican all the major media outlets would be screaming in outrage, demanding the loss of his chairmanship, arrest, public frog march and lengthy sentence in prison.

I mean, Bush allowed interrogators to yell at terrorists and blow smoke in their faces and deprive them of sleep. Rangel is just a victim of Bush and Cheney, right?

He has paid off some of the members of the House Ethics Committee, but I doubt that Nancy is so hard up for money that she would risk taking a bribe from him. Nor do I think he has some scandal gossip on her. A juicy scandal would help not hinder her reelection among her constituents. My guess is that she may be vunerable to civil or potentially criminal action by the IRS or the FBI or some other government agency she can't silence.

    Since the time the ethics probe began, Rangel has given "campaign contributions" to more than 100 congressmen! Three of those congressmen sit on the ethics panel!

    Does Nancy Pelosi take action? No. Does the media get up in arms? No. How can it ever get more in you face than this? This behavior -- on the part of all involved-- is the most elementary insult to the voters I have ever seen. Breathtaking.
